Why Australia ROI?

If anyone wants to be chosen for Victoria’s skilled visa nomination, they need to submit a Registration of Interest (ROI) initially. If they submit an ROI for the 2022-23 program, they need to submit a new ROI to be chosen to apply for the 2023-24 program. Their ROI will remain in the selection system until it is withdrawn, chosen, or when the physical year ends. The last day to submit an ROI is May 5, 2023.

ROI Selection

When choosing ROIs, the government takes into consideration the following factors as per the information provided by the applicants in their expressions of interest (EOIs) and ROIs:

  • Age
  • Proficiency level in the English language
  • Total experience in the occupation you were nominated in
  • Educational qualifications and skill level in the occupation
  • Spouse’s/Partner’s skill (if valid)
  • Salary (for onshore applicants only)

Priority will be accorded to the following occupation categories:

  • Science, Technology, Engineering, Mathematics, and Medicine (STEMM)
  • Healthcare and social services
  • Chef, cook, accommodation, and hospitality managers – in case of the 491 visa
  • Advanced manufacturing, digital and innovation economy
  • Early childhood, secondary and special education teachers.
More Than One ROI
  • You can only submit one active ROI at any time.
  • You are not allowed to submit a distinct ROI for each subclass. In case you want to modify the subclass or something more on your ROI, you have to retract the current ROI and submit a fresh ROI.
  • Besides applicants residing in Victoria, the state will also select applicants for the subclass 190 visa who may be living outside Australia in all qualified occupations.
  • In addition to applicants living in Victoria, for the subclass 491 visa, applicants living offshore are also allowed to apply, as Victoria is giving priority for subclass 491 visa nominations at present to health occupations.
Major Eligible Occupations

Eligible now are all occupations on the related occupation list of the Department of Home Affairs, and applicants no longer need to be having STEM skills and be employed in a target sector to apply.

If you have not been chosen to apply for visa nomination in Victoria, you need not submit a new Registration of Interest (ROI). The state will continue to choose the best ROIs submitted for all sectors beginning from July 2022 over the remaining physical year.

For the financial year 2022 – 2023, Victoria had thrown open its skilled migration program and began allowing nomination applications. This financial year saw Victoria allotting 11,500 places and 3,400 for 190 and 491 nominations, respectively. These numbers indicate that the government of Victoria will focus primarily on 190 nominations, and competitiveness will continue to be high in this state.

In their skilled migration program in 2022-2023, Victoria announced some important changes together with the new allotment.

If you want to be taken into consideration to be chosen to apply for skilled visa nomination of Victoria, you need to be:

  • Residing in Victoria (subclass 491 applicants have to reside and work in regional Victoria)
  • Be employed using STEM skills in Victoria (details of which will later be explained in this post

Target Sectors

To receive a nomination from the Victorian government, you should work in the following target sectors.

Health

The Victorian health sector comprises professionals who provide medical services to both the natives of Victoria and those involved in relevant education and research and development.

You do not require to be employed in a healthcare occupation (e.g., nurse) to be considered employed in the healthcare sector.

For instance, a software programmer working on a program for hospitals is said to be working in the healthcare sector. Nursing applicants must keep in mind that Victoria only nominates applicants with particular specializations, such as:

If you require using your STEMM skills to support Victorian medical research, you may be considered to be employed in the medical research sector.

Life Sciences

The life sciences sector of Victoria comprises several industries, such as the biotechnology, medical technology, and pharmaceutical industries. Firms that are relevant to cosmeceuticals, food processing, and nutraceuticals may also be believed to comprise a function of the life sciences sector.

If you make use of your STEMM skills to support the life sciences sector of Victoria, you could be considered employed in the life sciences sector. For instance, a biotechnology lecturer employed at a university is said to be working in the life sciences sector.

Digital

To back this strategy further, Victoria is on the lookout for applicants employed in the screen industry making use of their STEMM skills in digital animation or visual effects.

What is STEMM?

  • Requirements of employment for the 190 visa
  • You need to be currently employed in Victoria’s target sector.
  • Informal employment will be accepted by Victoria.
  • Victoria will accept employment roles that are closely connected to your nominated occupations.
  • Victoria does NOT accept employment roles that are NOT relevant to your nominated occupation.
  • Victoria will not accept if a Personal Care Assistant’s nominated occupation is Software Developer.
  • You need to support all your employment claims with documents in your application.
  • You will need to provide an existing contract, the latest payslips, and a copy of  superannuation account displaying the latest payments from your employer.
  • In certain instances, Victoria may also need extra payslips or letters of reference from an employer. If so, during the assessment, Victoria will ask for it.
Victorian Target Sectors – 190 Visa

You need to be employed in one of the following target sectors:

  • Medical research
  • Health
  • Life sciences
  • Advanced manufacturing
  • Agri-food
  • New energy, emissions reduction, and circular economy
  • Digital
  • Cyber security skills and digital games engineers- must specialize in art direction, AI coding, or physics programming (subclass 190)
Occupation – 190 Visa

Any occupation is eligible to be on the skilled occupation lists to submit a Registration of Interest (ROI) in case you are using your STEMM skills in one of the above-listed target sectors.

Victoria is at present choosing the below-mentioned occupations with advanced skills:

  • ANZSCO skill levels 1 and 2, and
  • STEMM skills or qualifications.
  • Skills assessment- 190 visa

Your nominated occupation in skills assessment must conform to the ROI, EOI, and nomination application. When you submit your application for nomination in Skills Assessment, you need to have a minimum of 12 weeks of validity remaining.

PhD Candidates and Graduates from Australian Universities – 190 Visa

You need to fulfill the eligibility criteria to be considered for being chosen. It includes residing and working in Victoria.

Victoria state will not consider you employed if you are a recipient of a scholarship or taking up a professional placement as part of filling up your qualification.

  • Meet 491 visa employment criteria.
  • You must be working currently in a target sector in regional Victoria.
  • Casual employment will be accepted in Victoria.
  • Victoria will accept a role in employment that is closely linked to your nominated occupation.
  • Victoria does NOT accept employment that is NOT relevant to your nominated occupation.
  • For instance, Victoria will not accept Personal Care Assistant having nominated occupation as Software Developer.
  • You need to support all your employment claims with documents in your application.
  • You will need to provide an existing contract, the latest payslips, and an extract from your superannuation account displaying the latest payments from your employer.

In certain cases, Victoria may also want you to produce extra payslips or letters of reference from your employer.

Victorian Target Sectors - 491 Visa

You need to be employed in one of the target sectors given below:

  • Medical research
  • Health
  • Agri-food
  • Life sciences
  • Advanced manufacturing
  • Digital
  • New energy, emissions reduction, and circular economy
  • All digital skills, including cybersecurity
Occupation - 491 Visa

All occupations on the skilled occupation lists are eligible to submit ROIs in case you are making use of your STEMM skills in one of the above-listed target sectors.

Victoria is currently choosing the occupations given below with advanced skills:

  • ANZSCO skill levels 1, 2, and 3 and
  • STEMM skills or qualifications.
  • Skills assessment- 491 visa

Your nominated occupation in skills assessment must suit the ROI, EOI, and nomination application.

  • When you submit your application for nomination in Skills Assessment, you need to have a minimum of 12 weeks of validity remaining.
  • Doctoral candidates and graduates from universities of Australia – 491 visa
  • You need to meet the eligibility criteria to be considered for selection. It includes residing and working in Victoria.
  • Victoria will take into consideration whether you are employed if you are a recipient of a scholarship or carrying out a professional placement as part of filing up your qualification.
Living in Victoria - 491 Visa
  • You need to be currently residing in regional Victoria.
  • You need to show proof of a bond receipt, lease, utilities, or other documents that prove that you are presently residing in Victoria.
  • If required, Victoria will ask for it during the assessment.
  • If residing in a border community, you may be eligible if you can prove that you either live or work in Victoria. You also need to be able to show how your skills would benefit Victoria.
Nurses - 491 and 190 Visas

In 2023, Victoria will continue selecting nurses to apply for visa nomination of Victoria. Based on consultation with the Department of Health and industry, Victoria government will focus on the following specializations:

Victoria also chooses nurses based on suggestions from the Department of Health. Nurses who are employed by a health provider (nursing homes or hospitals) directly will be given priority over those working for an agency.

Note:

In case your ROI is not pre-invited, you can retract and resubmit some other time. If your ROI is pre-invited, you apply and are refused – you have to wait for six more months before applying again.

Victorian Visa Nomination's Steps for Registration of Interest (ROI)

Step 1: Create or update an Expression of Interest (EOI) on the SkillSelect system of the Department of Home Affairs. You need to create a new EOI if your existing one is about to expire within the following 12 months.
