Quebec holds its largest draw of 2020

In the largest draw to be held by Quebec in 2020 so far, 365 invitations were issued – on September 24, 2020 – to immigration candidates for applying for permanent selection.

This is the third Arrima draw to be held in 2020. The previous Arrima draw was held on June 18, 2020.

As Quebec is not a part of the Provincial Nominee Program [PNP] of Canada, the French-speaking province has its own immigration program providing Canadian immigration pathways, such as the Quebec Skilled Worker Program [QSWP].

Quebec’s Ministry of Immigration, Francisation and Integration [Ministère de l’Immigration, de la Francisation et de l’Intégration] carries out invitation exercises on a regular basis, as per the local market requirements as well as the integration potential of immigrants.

Those receiving invitations from the MIFI through the Arrima portal can then proceed to submitting their application for permanent residence for obtaining a Québec Selection Certificate, also referred to as a CSQ for Certificat de sélection du Québec. The CSQ is to be applied for within 6 months on an average.

In order to receive an invitation by Quebec, the individual is required to first submit their Expression of Interest [EOI] with the Arrima portal that manages the applications for the QSWP.

There are 3 sections in the Arrima portal –

For individuals wishing to immigrate to Quebec, allowing them to fill out, submit and update their EOI for the QSWP.
For foreign students, wishing to electronically submit the requested documents following the submission of their CSQ for studies application
For representatives that, once mandated, can perform the same steps on behalf of their client for EOI.

In the latest Quebec Arrima portal draw on September 24, 3 different categories of candidates received invitations by the MIFI. These were candidates that had –

A “validated offer of employment”
Been staying in Quebec as “as a diplomat, consular officer, representative or official, duly accredited, of a foreign country or of the United Nations or any of its agencies or of any intergovernmental organization of which Québec or Canada is a member and who carries out official duties in Québec, or is a member of the staff of any such diplomat, consular officer, representative or official” [as per Section 26 of Québec Immigration Regulation (CQLR, chapter I-0.2.1, r. 3)];
While not meeting the invitation criteria, would – as per the opinion of the Minister – “be able to contribute to Québec’s prosperity by staying or settling in Québec”. [as per Section 47 of Québec Immigration Act (CQRL, chapter I-0.2.1)]

Note. – The MIFI did not specify as to how many invitations were issued to candidates in each of the categories mentioned.

The September 24 Arrima draw is the first time that candidates that might be able to make a contribution to the prosperity of Quebec have been issued invitations by the MIFI.
