New Jersey makes higher education affordable for children of H1Bs

Students who are children of H1B Visa holders living in New Jersey will now be eligible for affordable higher education. Children of H1B Visa holders will now qualify for in-state tuition at the public colleges and Universities of New Jersey.

Phil Murphy, Governor of New Jersey, signed legislation exempting students who are children of H1Bs from paying out-of-state tuition charges. However, only those students who have attended a high school in New Jersey for the past three years qualify for the exemption.

Employers in the US use the H1B Visa Program to employ foreign workers in speciality occupations. Applicants typically must have a Bachelors degree in a speciality field to qualify for an H1B Visa.

Employers in the US have used the H1B Visa Program for more than three decades to hire foreign workers. New Jersey, along with Texas, California, Illinois, and New York are among the top 10 states in the US for H1B workers.

Higher education officials of New Jersey believe that the new legislation will make college education much more affordable for qualified students.

Senator Vin Gopal, who is of Indian-American descent, is one of the five sponsors of the new legislation. The other sponsors are Raj Mukherji, Robert Karabinchak, M. Teresa Ruiz and Daniel Benson.

Higher education officials of New Jersey said that children of H1Bs would be paying the same in-state tuition fee like their other classmates.

The new legislation comes on the heels of a new economic plan prioritizing education and training for residents seeking jobs. The new economic plan of New Jersey also aims to provide greater access to better career opportunities to job-seeking residents.

One of the prominent features of Trump’s “Buy American Hire American” Executive Order is the H1B Visa Program. The new directive orders the DHS to suggest measures ensuring that H1B Visas are only granted to the most-skilled or the highest-paid visa beneficiaries.

The H1B Visa Program allows foreign workers to work in the US in speciality occupations. Speciality occupations include, but are not limited to, engineers, physicians, accountants, architects and professors. The program is also available to fashion models of distinguished merit.

Large IT companies make up for the top 30 employers of the H1B Visa Program. As per the Dept. of Homeland Security, 66% of all H1B Visas granted in FY 2018 went to computer-related occupations.

The USCIS accepted 418,790 H1B Visa petitions in FY 2018. This includes new petitions, renewals and amendments to older petitions.

The annual quota for new H1B Visas is 65,000. Another 20,000 Visa places are available to foreign workers who have completed a Masters or higher from a US higher educational institution.
