President Donald Trump, while announcing his support on 2 August for a legislation that would reduce by half the number of Legal Immigrants to be allowed into the US, has shifted towards a ‘merit-based’ system that opts to grant residency cards to English-speaking professionals.

The legislation, the RAISE (Reforming American Immigration for Strong Employment) Act, if passed by the Congress and made law, may profit highly-educated and technology workers from countries like India.

Speaking at a White House event on the RAISE Act, Trump was quoted by Press Trust of India as saying that the legislation would increase wages, bring down poverty and save taxpayers many billions of dollars. It would so by reforming the way America issues Green Cards to nationals from other nations. Green Card holders can get work authorisation, Permanent Residency and quick route to the US citizenship.

According to him, RAISE Act halts chain migration and will put in place a new points-based system for obtaining a Green Card and do way with the low-skilled system.

This competitive application procedure will prefer applicants who are proficient in English, can support themselves and their families financially and exhibit skills that would contribute to the US economy, Trump said, adding that the RAISE Act would disallow new migrants from collecting welfare and protect workers of the US from being sacked.

With this legislation, America would not only get back its competitive edge in the 21st century, but would also be able to restore the trust between America and its citizens.

On the other hand, Senator David Perdue said that they looked at countries like Canada, Australia and others before introducing now what is modelled on their current systems. He argued that it is pro-worker, pro-growth and has worked effectively. He said that both countries have been very successful in drawing Highly Skilled Workers to those nations.
