The Schengen area in Europe has been under incredible stress with the influx of migrants from other parts of the world. In response to the growing problems associated with migrant influx, the European Commission has proposed changes to measure Europe’s external border management. The proposal includes establishment of a European Cost Guard and a European Border playing shared roles in the European Integrated Border.
Specifics of the proposal:
Establish common level of procurement of technical equipment for all European Union member states. This will bring all EU members to a common technical sharing of information and communication.
Establish a reserve of border guards of around 1,500 individuals strong who can be deployed in 3 days. The individuals will have expertise in various subjects to control migration.
And most importantly, to establish a monitoring and risk analysis centre to address the issue of migration, and to identify and target the vulnerable areas of entry.
The new Agency will be a center of expertise, also playing a role in search and rescue operations.
The proposal also entails provisions to deport illegal immigrants to their home countries. This will need a new establishment to be fashioned to handle joint operations set for rapid action. This may include operations by coast guards and border police.
This will affect Agency budget from Euro 143 million in 2015 to Euro 238 million in 2016, reaching a forecasted amount of Euro 322 million in 2020.
Additional changes and effects
Amendments proposed will heighten security to make checks mandatory for immigrants as well as European nationals arriving by air, sea or land into the Schengen region. Exit procedures from the region will include mandatory Passport and Biometric checks like fingerprints and facial image. The European Commission believes that these changes are necessary to identify threats to its internal security.
Legal immigrants who enter on Schengen Visas might have to brace themselves for stringent checks while entry and exit from the region.
