  • Alberta and Manitoba have begun issuing Provincial Attestation Letters (PALs) to international students through Designated Learning Institutions (DLIs).

  • Manitoban provincial government has begun to issue PALs from March 4th, 2024.

Who needs a PAL?

PALs are a requirement for:

  • Most post-secondary study permit applicants (i.e., undergraduate university and college students) and
  • Most non-degree granting graduate programs (for example, certificate programs and graduate diplomas).

 

How can I get a Provincial Attestation Letter in Alberta?

  • According to the provincial government's website, Designated Learning Institutions will request PALs for international students who have been accepted to their institutions.
  • The government advises students to contact the registrar of their respective schools for PAL.
  • International students should have their specific DLI in the province to request PAL.
  • Students will have to pay a deposit after accepting their offer of admission to qualify for PAL.
  • Albertan universities will email the address to confirm that their PAL is available now.

How can I get a Provincial Attestation Letter in Manitoba?

  • Similarly to Alberta’s, Provincial Attestation Letters in Manitoba will be delivered through DLIs across the provinces in Canada.
  • International students looking for a PAL from the Manitoba government must pay a deposit to their DLI.
  • The University of Manitoba indicates that the deposit made by students is non-refundable.
  • This deposit must be paid within 10 working days from the time a decision has been made on a student’s application.
