The Quebec province in Canada will soon begin to offer first invitations to candidates in the Quebec Skilled Worker Program. This is for those who have registered an EOI - Expression of Interest through its online portal ARRIMA. This was announced by the Immigration Minister of the province.
ARRIMA was launched in 2018 for receiving EOIs to QSWP to manage its pool of immigration candidates. EOI is not an application in itself. It is a method to inform the Immigration Ministry in Quebec that the applicant is interested. This is for being considered for a CSQ - Quebec Selection Certificate.
Around 100,000 EOIs have been submitted since the ARRIMA was launched in September 2018, as the CIC News quotes.
The earlier approach of first-come-first-served was replaced by the online system based on EOI. This is for accepting applications for the QSWP. The earlier system was not in conformity with the needs of the labour market in the province, said the Quebec government.
Candidates are required to create a profile in ARRIMA under the EOI system. They are offered a score depending on diverse factors. These include proficiency in French, work experience, area of training, education, and age.
Applicants are offered an invitation to apply for CSQ based on their scores. Alternatively, they are also invited based on other factors like shortages of labour in outlying regions in the province.
Candidates who are successful in the CSQ application and obtain one can apply for Canada PR Visa. This is through the Federal Ministry of Immigration that verifies criminal and medical admissibility.
Simon Jolin-Barrette the Immigration Minister of Quebec addressed a Press Conference in this regard. He said that the ARRIMA portal is aimed at matching immigration applications to the labour market needs in Quebec. It will eventually decrease the processing times for applications to 6 months.
The Immigration Minister invited several thousands of candidates whose QSWP applications were dismissed. This is due to the implementation of new reforms to the immigration laws of the province earlier this month. He asked them to complete an EOI and said that 3,700 candidates who are already in Quebec will be prioritized. The Government will offer the first ITAs to candidates who specifically:
• Applied for CSQ under QSWP and were provisional residents of Quebec while applying
• Applied for CSQ in the QSWP and were present in Quebec as of 16 June 2019
• Have an authenticated job offer from an employer in Quebec
