Quebec announces three pilot programs, to be launched in 2021

On October 28, 2020, Quebec’s Ministère de l’Immigration, de la Francisation et de l’Intégration [MIFI] has announced a “draft regulation for the implementation of three new permanent immigration pilot programs”. Rules on the intake of immigration applications – from November 1, 2020 to November 1, 2021 – were also announced at the same time.

These were published in the Gazette officielle du Québec on October 28, 2020.

As per the announcement, “the purpose of the draft regulation is to implement three new permanent immigration pilot programs”.

These three pilot programs are –

For orderlies
For workers in the sectors of visual effects, artificial intelligence [AI], and information technologies [IT]
For workers in food processing [FP]

As the draft regulation is published for 45 days, the MIFI will be gathering comments about the programs during this period.

According to the MIFI, the programs are “scheduled to come into effect at the beginning of 2021”.

New application processing rules have also been announced by the government of Quebec. These include rules pertaining to applications submitted by foreign nationals under the Self-Employed Worker Program and the Entrepreneur Program.

For the Entrepreneur Program, the intake of permanent selection applications through Stream 2 of the program have been suspended until November 1, 2021.

For Stream 1 of the Entrepreneur Program, on the other hand, a maximum of 25 permanent selection applications are to be accepted in the period from November 1, 2020 to September 30, 2021.

The maximum number of applications for permanent selection that will be accepted under the Self-Employed Worker Program will be 50 for the period from November 1, 2020 to September 20, 2021.

Applications submitted that exceed the maximum number of applications to be accepted during the period will be returned to the candidates.

The new rules are to be in effect from November 1, 2020 to November 1, 2021.
