Australia Temporary Work (International Relations) Visa (Subclass 403)

Overview

The Temporary Work (International Relations) (subclass 403) visa will allow you to come to Australia on a temporary basis to:

  • Undertake work or an activity in accordance with the terms and conditions of a bilateral agreement between a Commonwealth or state/territory government and a government of another country
  • Represent a foreign government (where you do not have official status) or be employed as a foreign language teacher by a foreign government in an Australian school
  • Undertake domestic work for the holder of a Diplomatic (Temporary) visa (subclass 995)
  • Be a person to whom privileges and immunities will be accorded under the International Organisations (Privileges and Immunities) Act 1963 or the Overseas Missions (Privileges and Immunities) Act 1995

There are five streams for the Temporary Work (International Relations) (subclass 403) visa:

Stream 1:- Government Agreement stream – for the temporary entry of people under an agreement between a state or territory government or the Commonwealth government and the government of a foreign country.

Stream 2:- Foreign government agency stream – for the temporary entry of a person representing a foreign government (where you do not have official status) or to be employed as a foreign language teacher by a foreign government in an Australian school.

This visa is not for DFAT- accredited representatives of foreign governments or foreign government agencies. You should consider applying for a Diplomatic (Temporary) visa (subclass 995).

Stream 3:- Domestic worker (diplomatic or consular) stream – for the temporary entry of people who:

  • Want to undertake full-time domestic duties in the household of an eligible holder of a Diplomatic (subclass 995) visa in Australia
  • Have turned 18 years
  • Have a letter of support from the Department of Foreign Affairs and Trade (DFAT)

To employ a domestic worker under this visa, you must:

  • Hold a Diplomatic visa (subclass 995) and be accredited as a diplomat or consular officer in Australia
  • Not be a permanent resident of Australia
  • Have formal support from the Department of Foreign Affairs and Trade (DFAT) to employ a domestic worker, before the worker applies for their visa
  • Intend to employ the worker to perform domestic duties in your private household
  • Enter into an employment agreement with the worker
  • Complete and sign an Employer’s declaration

Stream 4:- Privileges and Immunities stream – for the temporary entry of people to whom privileges and immunities will be accorded under the International Organisations (Privileges and Immunities) Act 1963, or the Overseas Missions (Privileges and Immunities) Act 1995.

Stream 5:- Seasonal Worker Program Stream: Requirements for Seasonal Worker Program stream

Before applying for a visa under the Seasonal Worker Program stream, an applicant must not have been present in Australia, must be a national or a resident of Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Timor-Leste, Tuvalu or Vanuatu, should have received an invitation to take part by a temporary activities sponsor, be of at least 21 years age and have an intention to arrive in Australia temporarily for seasonal work and return to his/her home country after the employment contract is over.

Applying in Australia:- If you apply in Australia, you must be in Australia when the visa is granted.

Applying outside Australia:- If you apply outside Australia, you must be outside Australia when your visa is granted.

Applicant:

You might be able to get this visa if:

  • You meet the requirements for one of the streams within this visa
  • Have a genuine intention to stay temporarily in Australia
  • Have adequate financial support for you and your family while you are in Australia
  • Have adequate arrangements for health insurance for you and your family while you are in Australia
  • Meet health and character requirements
  • Meet the requirements of the stream in which you are applying for a visa
  • If you are in Australia when you apply for the visa, you must hold a qualifying visa
