"Immigrants enrich Canada beyond measure, and no accounting of our progress over the last century and a half is complete without including the contributions of newcomers. Even as we adjust to the extraordinary challenge of the COVID-19 pandemic, we cannot lose sight of the enormous benefits immigration presents to our prosperity and way of life.” — Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship in a message in 2020 Annual Report to Parliament on Immigration

-------------------------------------------------------------------------------------------------------------------

As per the 2021-2023 Immigration Levels Plan, 401,000 newcomers are to be welcomed by Canada in 2021. https://www.youtube.com/watch?v=RZzHZK7aCvs Of these, a majority will be through economic immigration. Launched in 2015, the Express Entry system is an online application management system used by the federal government of Canada for handling permanent residence applications from skilled workers. Canada’s 3 main economic immigration programs come under the Express Entry system managed by Immigration, Refugees and Citizenship Canada [IRCC]. IRCC Express Entry programs – [1] Federal Skilled Worker Program [FSWP] [2] Federal Skilled Trades Program [FSTP] [3] Canadian Experience Class [CEC] Additionally, Canada’s Provincial Nominee Program [PNP] also has various immigration pathways or ‘streams’ linked with IRCC Express Entry. 67-points for Canada eligibility calculation will have to be secured to be able to register an Express Entry profile with IRCC. Once the profile is active, the next step is that of waiting for an invitation by IRCC to submit the application for Canada PR via Express Entry.

Applying for Canadian permanent residence through IRCC Express Entry is by invitation only. Profiles in the IRCC pool of candidates are ranked on the basis of the Comprehensive Ranking System [CRS], a 1,200-point matrix that allots points to a candidate. While 600 CRS points are set aside as core or human capital factors, another 600 CRS points are set aside as ‘additional’ points. A PNP nomination is worth 600 CRS points in itself. Now, it is the CRS score of an individual that determines whether they are issued an invitation to apply [ITA] by IRCC, provided they are otherwise eligible as per the specific draw criteria. The higher the CRS score that you have, the brighter are the chances of your being invited to apply. IRCC draws are held from time to time. There is no pre-determined or pre-announced schedule.

Since March 18, 2020, Canada has been focusing more on candidates that had a higher likelihood of already being within Canada as against those applying from overseas. Hence, IRCC draws in the past have mostly alternated between inviting those eligible for the CEC or with a PNP nomination. September 2021 IRCC draws were no different. No all-program IRCC draws were held this month as well. The previous all-program IRCC draw was held on December 23, 2020. All the 4 IRCC draws held in September 2021 were program-specific. While 3 draws invited PNP nominees, 1 draw was CEC-only.
