On November 10, 2021, Canada held five Express Entry draws in a row and targeted PNP candidates. A total of 775 Express Entry candidates were invited to apply for permanent residence.
The invited candidates have already received nominations through a Provincial Nominee Program (PNP). Hence, they will get an extra 600 points. In these draws, the minimum cut-off score is 685. The candidates with 685 CRS scores are also eligible.

Why only PNP draws?
In the recent draws, the IRCC (Immigration, Refugees, and Citizenship Canada) has targeted only PNP candidates from the Express Entry pool. In the previous draw, it invited candidates having cut-off score that is 744, while in this draw, the cut-off score 685 is recorded as the second-lowest score.

From January 2021, IRCC started targeting CEC (Canadian Experience Class) candidates and PNP (Provincial Nominee Program) candidates. But the CEC is for the candidates already in Canada. In order to fill the labor market demands, so it is now focusing on PNP candidates outside Canada.
Since the start of the pandemic, IRCC has been focusing on admitting immigrants who are already in the country. When the Canadian government closed its border, it also restricted the entry to people who were approved for permanent residence from outside Canada.
Hence in the past five Express Entry draws, IRCC invited only PNP candidates to apply for permanent residence. If not, it is impossible to meet the immigration target.
