The Nova Scotia Nominee Program (NSNP) offers a quicker entry into Canada for qualified workers and experienced entrepreneurs who wish to settle in Nova Scotia and become permanent residents of Canada.

The Nova Scotia scheme permits people to migrate to Canada under one of the many sub-categories, all of which intend to attract migrants with business skills, education and experience that will meet the labour market and economic needs of the province.


Provincial Nomination Schemes


The Nova Scotia Provincial Nomination Programme is classified into the following subcategories.


Skilled Worker Stream


This Skilled Worker Stream is intended to permit Nova Scotia employers to recruit and retain skilled overseas workers to the province to fill skills shortages.


The skilled worker stream is employer driven. The Skilled Worker must have a guaranteed, full-time, permanent job offer from an employer in Nova Scotia to be eligible to apply for the provincial scheme.

Applications are assessed on a case-by-case basis and only certain types of jobs and occupations to approve for nomination.

Applicants must fulfil the following requirements:

  • Have the purpose and ability to reside in Nova Scotia and take care of themselves and any dependents.
  • Satisfy the minimum age, language ability and work experience requirements.
  • Have necessary skills, work experience and education to perform the work or need to have a suitable plan to gain these attributes.
  • Have a permanent, full-time job offer in Nova Scotia from an established Nova Scotia business with a salary and benefits package that meets provincial employment standards and prevailing wage rates.

Priority will be given to Skilled Workers whose employers: 

  • have made a genuine effort to recruit qualified Canadian citizens or permanent residents
  • can demonstrate that they will provide additional supports to assist newcomers with their settlement needs
  • have an acceptable strategy to recruit and retain immigrant workers in Nova Scotia

Family Business Worker Stream


This stream is intended for employers who wish to fill the job positions which cannot be filled from the domestic workforce with the employees who are close relatives.

The skilled worker stream is employer driven. To be eligible, the Skilled Worker must have a guaranteed, full-time, permanent job offer from an employer who is a close relative and who owns an established business in Nova Scotia.

Immigrating to Canada through the Family Business Worker Stream carries the same conditions as the skilled worker stream, with the added requirement that the potential employee is related to the employer in one of the bellow ways.

  • Son/daughter
  • Brother/sister
  • Niece/nephew
  • Uncle/aunt
  • Grandchild

 

Priority will be given to workers whose family employer can demonstrate that they will provide additional supports to assist the Worker and accompanying dependents with their settlement needs.


Community Identified Stream


This scheme is aimed at selecting individuals who have long established connections to a Nova Scotia community, wish to live there permanently, and are employable and can contribute to the labour market and economy of that specific community.

It is a community-driven scheme and the applicant must have a Letter of Identification from an organization mandated by the Nova Scotia Office of Immigration, to be eligible to apply for the Nova Scotia Nominee Program.

Community Identified stream applicants:

  • Should not qualify for any other Nominee programme streams of Nova Scotia.
  • Have legal status in their home country.
  • Have the intention and ability to reside in the province and take care of themselves and also of any dependents.
  • Be employable due to work experience and skills which will be of advantage to the community
  • have a Letter of Identification from a mandated community organization and long established connections in the specific community which provided the Letter of Identification

The International Graduate Stream


The International Graduate stream helps employers in Nova Scotia to recruit and retain recent international graduates whose skills are required in the province. International graduates who have established strong ties to Nova Scotia and intend to live, work, and establish their careers in this province are encouraged to apply through this scheme.

It is an employer-driven scheme, the foreign Graduate must have a guaranteed, full-time, permanent job offer in his/her field of study from a Nova Scotia employer to be eligible to apply.

International graduates who are applying under this stream should:

  • Have graduated within the last two years from a program of at least one academic year of full-time study in Nova Scotia
  • Have received a certificate, diploma, or degree from a recognized Nova Scotia post-secondary institution.
  • Have legal status in Canada on a temporary work permit.
  • Holds a permanent full time employment offer in hand in the relevant field of study and have been working for at least three months in the position.
  • The position offered should meet NSNP requirements in terms of the job, have relatively high education and skill levels and the salary and benefits package offered should meet provincial employment standards and prevailing wage rates
  • Have necessary skills, work experience and education to perform the work or need to have a suitable plan to gain these attributes

Dependants


Similar to all the provincial schemes, migrating to Nova Scotia through this route is designed as a means for skilled individuals to live permanently in the province. Therefore, spouse and dependent migration is provided for and candidates may take their spouse or common-law partner for minimum of 1 year, and children along with them.

Under this scheme sponsorship, adult children who are below 22 years of age and are unmarried or in a common-law relationship; over 22 and if are financially dependent because of physical or mental disability or over 22 and actively pursuing full time education, vocational or professional training, can also be sponsored for migration.

Basic Features of the Visa


The provincial nomination program of Nova Scotia is a route to permanent migration to Canada.

It is not a points-based category, though an applicant’s eligibility is assessed on factors like age, education, skills and experience, although no points based assessment is needed.

Successful candidates will be awarded Canadian permanent residence status, which, after at least 3 years residency leads to Canadian citizenship.  Permanent resident are entitled to live, work and study in Canada on a permanent basis

Permanent residents also have access to government-subsidized education and healthcare (Medicare), as well as unrestricted access to Canada's labour market and associated insurance and pension benefits.

Residents have the opportunity to sponsor family members to join them in Canada.

Prince Edward Island


The Prince Edward Island Provincial Nominee Programme allows applicants who wish to migrate to Canada to live and work on a permanent basis as a skilled worker, entrepreneur, and investor or through family ties to the province.

The Prince Edward Island Provincial Nominee Program is a quicker route of immigration to Canada for individuals and their families who meet provincial criteria of meeting skilled labour shortages and economic development.

Successful applicants will be awarded permanent residency in Canada.

Provincial Nomination Program Categories


Prince Edward Island Provincial Nomination Program applications may be submitted under one of the below four categories:



Prince Edward Island Skilled Worker


The Skilled Worker Category is designed to permit the nomination of an applicant with specialized skills and experience who fills a labour market need in Prince Edward Island. The Island provides employment opportunities for an increasing number of skilled individuals, especially for workers in aerospace, information technologies and bioscience among other areas.

To be eligible to apply the skilled worker should satisfy the following -

  • Score 50 points or more on the self-assessment form.
  • Possess qualification and training required consistent with the position offered.
  • Obtain an offer for paid employment at prevailing wage rates in their field of study/experience
  • Have adequate command of English or French languages, if needed for the position.
  • Demonstrate the ability and intention to settle down in the Prince Edward Island province.

Prince Edward Island Immigrant Entrepreneur


The entrepreneur stream is intended for those wishing to immigrate to Canada in order to set up a business in the province. Prince Edward Island is seeking entrepreneurs with the skills and the ability to be successful in PEI’s unique environment.

Applicants need to fulfil the below requirements, to be eligible to apply:

  • Have at least CDN$400,000 of net worth.
  • Ability to submit a detailed business venture suitable to the province to demonstrate the Entrepreneur’s capacity to establish a successful business.
  • Willingness to invest a minimum of$200,000 to establish a new enterprise (or to purchase no less than 33% of an existing business)
  • Deposit CDN$100,000 in escrow which will be repaid after a year of residency and the successful undertaking of the intended business plan.
  • Deposit another CDN$25,000 as a good faith deposit which will be repaid after a year of residency in the province.
  • Have adequate command/grasp of English or French languages to be interviewed in one of these languages, where applicants do not possess adequate linguistic skills, a further amount of CDN$20,000 must be set in escrow. This fund will be repaid after a year if during an applicant is able to collect and demonstrate linguistic skills.
  • Meet the criteria of age, education, language skills and transferable management skills. The ideal candidate should:
    • Be less than 55 years of age;
    • Have a minimum 14 years of education, including one (or more) post-secondary certificates or degrees;
    • Be capable of being interviewed in English or French;
    • has several years of management (or, preferably, business ownership) experience in a sector with relevance to the PEI economy.
  • PEI will accept applicants who are not yet able to speak English or French but, lack of skills in one of these languages must be offset by strengths in education or transferable management skills.

Prince Edward Island Immigrant Partner


The Immigrant Partner Category of the Prince Edward Island Provincial Nominee Program is intended for prospective immigrants who propose to make a $200,000.00 Canadian dollar investment in a Prince Edward Island company.

The investor is expected to take an active role in the company either as a director or as a senior manager defined at level "O" of the National Occupational Code. The Candidates must:

  • Possess at least CDN$400,000 of net worth.
  • Be willing to invest at least $200,000 to set up a new business or purchase not fewer than 33% of an existing one.
  • Deposit of CDN$25,000 must be made, which is refundable after a year’s residency in the province.

As with the entrepreneur category, applicants are also assessed on their age, linguistic ability, work experience and relevant business experience.


Prince Edward Island Immigrant Connections


The Immigrant Connections Category allows an overseas close family relative to be nominated by a Prince Edward Island relative who is a Canadian citizen or permanent resident.

Eligible family to nominate or sponsor includes; Daughter or Son, Brother or Sister, Niece or Nephew, Aunt or Uncle, Grandchild, First cousin or Step relative or in-law of the same level

To be eligible to sponsor their relatives, the Island residents must meet the qualifying criteria:

  • Should have lived in the province for duration of 2 years or more after receiving their Canadian immigration visa.
  • Must have a reliable and regular source of income adequate to support themselves and their dependents.
  • Must make an informal, but written commitment that they will take every possible action to ensure that the nominee is integrated into the dynamic Prince Edward Island community.

The applicants being sponsored under the connections category-  


  • must prove their relationship to the Canadian relative
  • Must have an employment offer in hand, have a clearly identified capacity to work in Prince Edward Island
  • Must show intent to live on Prince Edward Island
  • The individual and dependent family must be in good health.
  • The individual and dependent family must prove they do not have a criminal record

Spouse Immigration and Dependent immigration


Family migration is granted under this scheme, allowing candidates to take their husband/wife or partner and dependent children along with them to Canada.

Candidate’s partner or spouse, common law or conjugal partner can accompany the main applicant. Unmarried children below 22 years of age may also be included in the application of principal applicant.

Children above 22 years of age who are either dependent on the candidate due to full time education or disability to work and be independent due to physical or mental disabilities, can also be included in the application.

Basic Features of the Visa


The provincial nomination program of Prince Edward Island is a route to permanent migration to Canada. Applicants nominated under the Provincial Nominee Program can immediately apply for a Canadian work permit and are eligible to submit an application for permanent residency.

In certain streams of the Prince Edward Island provincial scheme, a point based system is employed. Nonetheless, applicants are not assessed against the Federal assessment criteria Applicants are assessed on factors like age, education, skills and experience.

The Prince Edward Island scheme permits applicants to apply by themselves. Candidates may live and work in Canada by gaining an employment offer, setting up a business, or investing in an existing venture.

Applicant's spouse and any dependent children are also eligible to immigrate provided they meet the Canadian immigration requirements.

Permanent residents also have access to government-subsidized education and healthcare (Medicare), as well as unrestricted access to Canada's labour market and associated insurance and pension benefits.

Permanent residents also have the ability to apply for Canadian citizenship
