The Manitoba Provincial Nominee Programme allows an immigrant to live and work in Manitoba. Like all provincial nomination programs, prospective candidates on being granted their permanent residency visa will continue living and working in the province of Manitoba, until they apply for Canadian citizenship.

Under the Manitoba Provincial Nomination Scheme, applicants can apply themselves, if they meet the necessary criteria. This is unlike the employer led provincial schemes of British Columbia and Alberta.

Applications can be made by skilled workers who meet the requirements of

  • education and training
  • work experience
  • proficiency in English or French to start a job soon after arrival
  • a connection to Manitoba (for example, friends or family or current employment)
  • settlement funds (enough money to maintain yourself and your family while you are becoming established)
  • the intention to settle permanently in Manitoba

In Manitoba, there are two streams under which an applicant can apply - a general stream and a priority stream. Priority assessment streams are for applicants who can demonstrate the strongest potential to settle successfully and permanently in Manitoba.

Priority is given to applicants who hold a guaranteed offer of employment from a Canadian employer. The priority stream is further divided into 5 subcategories as discussed below:


Employer Direct Scheme


Employer Direct is a priority assessment stream that helps foreign workers who have been working in Manitoba for at least six months, reside permanently within the province.

To be eligible to apply under the Employer Direct Scheme, applicants should have:

  • a formal offer of long-term, full-time job with a Manitoba employer
  • the training, work experience and language ability required for the job you have been offered (including any license or certification required in their country of residence)
  • the intention and the ability to settle permanently in Manitoba

Applicants who have been nominated by the province of Manitoba and whose application for a permanent resident visa is being processed, are eligible to apply for a temporary work permit to begin (or continue) working in Manitoba.


 

 

International Student Stream


This stream is for graduates who intend to live, work and begin their careers in Manitoba. To be eligible to apply students should have:

  • graduated from a post-secondary educational program of at least one academic year at a Manitoba institution
  • obtained a post-graduation open work permit from Citizenship and Immigration Canada
  • received from a Manitoba employer a formal offer of a full-time, long-term job related to their field of studies, AND
  • been working for that Manitoba employer, and have been so for at least six months.

Family Support


To apply under the family category, the applicant should have a close relative who is an established resident of Manitoba and who is willing and able to support their settlement in the province.

The close relative should be a mother/father, son/daughter, sister/brother, aunt/uncle, niece/nephew, grandparent or first cousin and should have been resident in Manitoba for one year as a permanent resident or Citizen of Canada.

The relative will be asked to sign an affidavit of support and may also be required to provide a Declaration of Financial Support, if the applicant does not have sufficient funds.

Additionally, the applicant should meet the minimum requirements for age, education, work experience and language ability -


  • Age:  Should be between the ages of 21 and 49.
  • Education/training: Should have completed post-secondary education of at least one academic year and received a diploma or certificate.
  • Work experience: Should have at least two years of full-time work experience within the past five years.
  • Language: Should have enough English or French to get a job in Manitoba in your intended occupation soon after you arrive. Applicants should take the IELTS.
  • Adaptability: Must demonstrate their intention and ability to establish successfully in Manitoba based on their:
    1. connection to Manitoba, including settlement supports from family
    2. employability, based on their training and work experience related to their intended occupation, including any license or certification required in their country of residence
    3. settlement funds - applicants should have at least C$10,000 plus C$2,000 for each accompanying dependant. If the applicants don’t have enough money they may apply with the support of their close relative.

Strategic Recruitment Initiative


To be eligible to apply for the provincial nomination program through the Strategic Initiative, the applicant should have received an invitation letter as part of the MPNP promotional initiative or should have the support of an ethno cultural community organization or regional economic and participated in an exploratory visit to Manitoba.


The basic criteria for to apply for the Strategic Initiatives
Education/Training: Completion of high school is a minimum education and training requirement for eligibility under the initiative.

 Work experience – Applicants should be able to demonstrate employability in Manitoba.

Language ability – Applicants should be able to prove their proficiency in English and/or French to be employable in Manitoba.

Adaptability – Applicants should demonstrate their ability to find work based on their training and work experience in the intended occupation. Applicants should also be able to prove that they have funds to support themselves and their families or should be able to prove other support available in Manitoba.

General Stream
To be eligible to apply under the General Stream, successful applicants must prove that they have either; a close relative in Manitoba who has signed an Affidavit of Support (MAS); or two friends or distant relatives in Manitoba who have each signed an affidavit of support; or have completed education in Manitoba or have previous work experience in Manitoba. The work experience should be for a minimum six months.


Spouse Immigration and Dependent Immigration


Similar to all the provincial schemes, migrating to Manitoba through this route is designed as a means for skilled individuals to live permanently in the province. Therefore, spouse and dependent migration is provided for and candidates may take their spouse or common-law partner for minimum of 1 year, and children along with them.

Eligible accompanying dependants include:

  • spouse (legal marriage or common-law partnership of at least one year)
  • children under the age 18 of whom the applicant has legal custody
  • adult children who are:
    • less than 22 years of age and not married or in common-law relationship
    • over 22 years of age and who are not financially independent due to a physical or mental condition
    • over 22 years of age and who are actively pursuing academic, professional or vocational training on a full-time basis

Applicant should be able to show enough settlement supports for all family members included in the application.
