Bulgaria will be the first country to start accepting applications for the new European Union Blue Card from highly skilled workers from outside of the European Union. From 1st June 2011, highly skilled workers from outside the European Union can apply to work in Bulgaria under the EU Blue Card scheme. The Blue Card would be valid for up to two-years and can be renewed thereafter.Bulgaria will be the first country to start accepting applications for the new European Union Blue Card from highly skilled workers from outside of the European Union. From 1st June 2011, highly skilled workers from outside the European Union can apply to work in Bulgaria under the EU Blue Card scheme. The Blue Card would be valid for up to two-years and can be renewed thereafter.


The blue card would allow a skilled worker with a job offer to take employment in member states under the directive. According to Hristo Simeonov, the Bulgarian Ministry of Social Policy and Labour, one of the requirements for a non-EU citizen to get a blue card would be a higher education certificate.


Many European companies, including Bulgaria, are experiencing shortage of highly qualified and highly skilled workers.


Citizens of countries such as Ukraine, Serbia, Russia, Turkey, Croatia, and Moldavia may soon find it easier to work in Bulgaria, and in other Countries in the EU.


The EU Blue card holder might also be able to work in more than one EU member state using the same Blue Card, after a certain time.


This Bulgarian EU is being seen as the first step along the path to an EU wide Blue Card with the EU Commission expecting EU member states to implement the blue card directive from the 1st July 2011. However, not every member state will take part in the program. The United Kingdom, along with the Republic of Ireland and Denmark are not part of the program and the UK will not allow entry of entry of people under the Blue Card scheme.
